The Cluster Initiative "Greenbook" (TCI Publications)
The Cluster Initiative Greenbook, prepared for the 6th Global TCI Conference and financed by VINNOVA, takes a closer look at CIs around the world, mainly in OECD countries. It is built on a unique data-set of over 250 cluster initiatives, derived from the 2003 edition of the Global Cluster Initiative Survey (GCIS) and a series of case studies. Introducing the Cluster Initiative Performance Model (CIPM), a model for describing and evaluating cluster initiatives, the Greenbook describes and analyses the setting in which CIs are formed, the objectives of the CIs, and the process by which CIs are formed and evolve over time. Further, the Greenbook highlights drivers of good performance. This book presents systematic learnings that will help CI practitioners to make these choices in an informed way to become more successful.

European Cluster Observatory (Cluster related links)
The European Cluster Observatory provides a wide variety of data on clusters in Europe. It is managed by the Center for Strategy and Competitiveness (CSC) at the Stockholm School of Economics, and is financed by the European Commission, DG Enterprise and Industry, under the Europe INNOVA initiative, and the Competitiveness and Innovation Framework Programme (CIP), which aims to encourage the competitiveness of European enterprises.

White Paper on the Emerging of European World-Class Clusters (Cluster Policy)
Europa InterCluster has released a White Paper on the emerging of European world-class clusters. Initiated by European clusters and based on the input of cluster managers, this White Paper formulates a list of proposals to give Europe the means to face global competition and gain a new foothold on the international scene. Paper discloses three challenges which are linked to nine guiding principles: from stepping onto the world stage to internal consolidation and exploiting the European potential. The seven proposals are gathered under the "European Pact for Clusters" that will be proposed to the European Parliament and Commission, as well as to the future Hungarian presidency of the European Union (first semester of 2011) and to all member states

Clusterinitiativen unter Druck!? - Finanzierungsmodelle helfen Nachhaltigkeit sichern (On Cluster Initiatives)
Current economic crisis have put cluster organizations and their sustainability under pressure. Authors Christoph Beer and Judith Terstriep take a look at how different financing models of clusters can help the matter. They assert that whether one type of financing model is more suitable for a particular cluster than others is largely determined by the specific objectives, tasks and dynamics of the cluster. While there is no optimal model, the authors conclude that the financing model should be adjusted according to the life cycle of a cluster. After the initial phase, the dominance of public funding should be gradually reduced and substituted by increased private sector involvement. This is possible only if the membership in a cluster generates sufficient perceived value for its members. However, authors state that certain tasks within cluster that require macroeconomic reach should be permanently financed from public funds. (Paper in German)

Collective learning channels in clusters (On Cluster Theory)
Authors: Anja Cotic Svetina and Marko Jaklic. This paper investigates the process of collective learning in clusters. In the theoretical part we provide an overview of the theory and define collective learning as an interactive process of accumulating knowledge from different local resources. In the empirical analysis we test which are the main channels through which collective learning takes place. The results reveal a set of three separately identifiable factors that represent collective learning channels, namely: interaction with local firms, interaction with local institutions, and the local labour market.

Does collective learning in clusters contribute to innovation? (On Cluster Theory)
Authors: Anja Cotic-Svetina, Marko Jaklic and Igor Prodan. This paper explores the phenomenon of collective learning in the context of clusters, and investigates how collective learning contributes to the innovation performance of cluster firms. Collective learning is an interactive process of accumulating knowledge from different local resources. The process is made possible through several channels. Analysing data collected from 290 cluster firms, we identified three collective learning channels: interaction with local firms, interaction with local institutions, and interaction with the local labour market. Additionally, we tested how these channels contribute to innovation performance of cluster firms. The results reveal that local labour is positively related to innovation performance, while indicating that interaction with local firms is negatively related to innovation performance. The conclusions discuss the policy implications of these findings.
Does collective learning in clusters contribute to innovation?
