Two TCI Directors, Frederic Miribel and Alberto Pezzi, and some TCI members participated at the II Saint Petersburg International Cluster Conference titled as "Green Corridors for the Clusters" that took place on 11-12 May. The event showed the great interest that cluster policies and methodologies for cluster development are raising in Russia and highlighted the main recent trends like FDI attraction, enterprise modernization or cluster management professionalization among others. Some participants envisaged more cooperation of Russian clusters with international counterparts as well as more visibility of the work undergone in the world largest country.

TCI Network – the leading global network of organisations and practitioners with expertise in clusters and competitiveness – celebrates its 20th anniversary in 2017. As part of the 20th anniversary celebrations, the TCI Network Board of Directors invites submissions to an essay competition. The competition is open to all with an interest in clusters and competitiveness, and is targeted especially to young researchers and economic development practitioners.

The Chamber of Commerce of Bogota hosted the 20th TCI Global Conference The Future of clusters through cross-country and cross-region collaboration, which was characterised by   allowing interactions between cluster and competitiveness professionals of multiple countries and regions.

On 22 November 2017, cluster practitioners from Argentina, Colombia, Mexico, Dominican Republic, Uruguay and Spain participated in the sixth webinar of the new TCI Latin American Chapter series. The session focused on Perspectives of cluster initiatives in the world and was moderated by Jaime Echeverri, Vice President of Planning and Development in the Chamber of Commerce of Medellin for Antioquia, Colombia.

Cluster experts recently gathered in Belfast to take part in the Clusters3 Peer to Peer Review of Northern Ireland’s cluster interventions, with the aim of identifying best practice and making a series of recommendations as to how the region can better exploit cluster policy in support of Smart Specialisation strategies.

At the end of May date 24th and 25th experts from Sweden, Germany and Basque country, came to Latvia to fulfill a peer review exercise on clusters policy development for implementation of RIS3 strategy in Latvia. Peer review exercise were organized by Ministry of Economics which is one of the 9 project partners.

The Basque Country hosted recently a peer review exercise with international experts selected by TCI Network, the global network of organizations and practitioners of competitiveness, clusters and innovation that has coordinated peer review exercises in CLUSTERS3 project’s partner regions.

A full day of a TCI European Conference 2018 was dedicated to site visits to examples of active clusters in the region. Cluster tours reflected the achievements and also the problems faced by the cluster and give valuable insights to the participants on how they are organised and perform.

Participants were able to see Bulgaria's and Eastern Europe opportunities and potential for clusters, as well as to visit leading cluster firms and interact with cluster teams and their collaborative projects in the region.

When it comes to cluster policy and development, the Toronto region faces a multi-faceted challenge. First, cluster theory and policies do not have a long history in North America. Historically, the focus has been on sector or economic development, which are often separated from innovation. Therefore, there is little understanding of the benefits of clustering, much less how to develop a cluster from the bottom up.

The theme of TCI 2018, “Collaborating to Compete: Clusters in Action,” reflects not only the heart of cluster development (collaboration), but is also a call to action for those within the cluster ecosystem to share how clusters can jumpstart transformational changes that benefit both firms and communities (shared value). More importantly, attending is a rare opportunity to make “unexpected connections” (TCI 2018’s tagline) that are only possible when people from diverse industries and backgrounds come together in person.

Cluster policy in Catalonia has now been in place for 25 years, showing continuity and commitment from the government with the business fabric regardless of the different administrations. Hence, it represents a good example of innovation in public policies. Congratulations to our colleagues at ACCIO as well as the Catalan cluster practitioners for all the achieved so far!
