The Basque Government's Department of Industry, Innovation, Trade and Tourism is responsible for the Business Competitiveness Policy in the Basque Country, which includes the regulation and management of the Cluster Policy.

The Basque Government's Department of Industry, Innovation, Trade and Tourism has been developing Cluster Policy programs for the last 20 years and, as a result of this, up to 20 economic sectors are currently involved in these programs.
