Ovidiu Slimac

Mr. Ovidiu SLIMAC has +20 years of experience in procurement. He is familiar with Romanian national, European and World Bank procedures. He is an engineer, specialist, public procurement expert, nationally and internationally accredited, trainer (of trainers), social responsibility manager. As president of the Romanian Union of Public Procurement Professionals, he participated at the Council / Consultative / Interministerial Working Group, together with the Romanian National Agency for Public Procurement, the Ministry of Public Finance, the Ministry of Regional Development and Public Administration, the European Investment Bank, The Association of Procurement Experts, the Association of Public Procurement Specialists in Romania, the National Association of Procurement Specialists, etc., in order to create a framework for analysis and debate in order to adopt effective measures to improve and make flexible the public procurement system and the application in Romania of European Directives 23, 24 and 25 in the field of procurement. In collaboration with Spiru Haret University, Romania, for the first time in 2013, national wide, he initiate and was lecturer to the post-graduate course ”Experts in Public Procurement”, with a duration of 180 hours, with 20 universitary credits. He was a lecturer at the FIDIC Contract Management Seminar and in the discipline ”Preparation of documentation, particularities and practical aspects in the field of public procurement”. He has implemented, in West Region of Romania, 8 projects with funding from World Bank funds, projects with Phare grant in the amount of 1,000,000 euro. He was one of the Key Note Speaker at Western Balkan Circular and Climate Innovation Beacons ”CE Beacons” event, held on-line on 14th October 2020, with title: ”The European Green Deal - Implications and impacts on public procurement”. As Regional Coordinater for Eastern Eurpe and Danube Region he was lecturer at two edition, one in December 2020, one in March 2021 for trainings on ”World Bank Procedures” with ”Procurement of Consulting Services” and ”Procurement of Non – Consulting Services” training sessions, as an international course, in english language : (with international participation, 13 countries from 4 continents, 48 participants) organised by International Development Institute, Washington DC, USA. Gabriela Ilin

Romania

Ms. Ilin Gabriela, has over 25 years experience in company management (real estate, media, mediation). She is an internationally accredited mediator (USA), trainer (train the trainers). As the President of the Innovative Cluster and Excellence in Health, Education, Tourism and Business - ROVEST Cluster, she participated at the 4th, 5th, 6th, 7th, 8th Annual Forum of the European Union Strategy for the Danube Region (EUSDR) held in Ulm, Germany, 2015, held in Bratislava, Slovak Republic, 2016, held in Budapesta, Hungary, 2017, held in Sofia, Bulgaria, 2018, and held in Bucharest, Romania, 2019, in order to create a framework for analysis and debate for the implementation of SUERD projects and not only in the Western Region of Romania, in general and especially in the area of medical, geographical, economic, and innovative, green, sustainable procurement influence of the ROVEST Cluster. In cooperation with the West University of Timisoara, the Danube Green House, the Romanian Academy, the Advocacy and Lobby Academy, the Clusters Association of Romania - CLUSTERO, organized in 2015, the International Trainer Course (for 18 hours), for EUSDR Facilitator, in Timisoara, Romania, Europe with the extraordinary participation from Austria, Vienna, of H.E. Dr. Kurt Puchinger, Coordinator of Priority Area 10 of the EUSDR. In partnership with West University of Timisoara and at Romanian Union for Procurement Professionals intiative, she organized in 2018, 17th – 19th of January, First International ROVEST Cluster Conference, dedicated to Cross Borders Purchasing, Centralised Body Unit and Circular Procurement, in Timisoara, at the Aula Magna of West University of Timisoara, event broadcasting by TVS, a regional TV station, partner with ROVEST Cluster.
