Dr Jan-Philipp Kramer is a Director & Partner at Prognos AG and leads the Brussels office in the heart of the European District with >15 years of work experience. His responsibility encompasses all solutions offered by Prognos AG for customers with European issues. His personal consulting focuses on the topics of European funding policy (including European Structural and Investment Funds, promotion of innovation, financial instruments), strategy development and evaluation of funding programmes. In addition, he supports clients in important transformation issues for economic development, such as the digital transformation or the circular economy. Clients of Dr Kramer include the European Commission (including DG REGIO, DG RTD, JRC), European associations and the European Parliament, as well as national and regional ministries in Germany and beyond. At Prognos, Dr. Kramer is an expert for Cohesion Policy, Smart Specialisation and the evaluation of public funding programmes. He is currently the team leader for Prognos for both the Secretariat of the Just Transition Platform and the Secretariat of the European Cluster Collaboration Platform. Most recently, he was also Prognos’ team leader in the ex-post evaluation of Cohesion Policy support to RTD and the Study on Prioritisation in Smart Specialisation Strategies in the EU (both DG REGIO). Moreover, he led the ex-post evaluation of Cohesion Policy support to large enterprises, the ex-post evaluation on the Delivery System of Cohesion Policy, the Study on the harmonisation and co-ordination of the ESI Funds with other EU funding instruments or the Study on National Policies and Cohesion, all on behalf of DG REGIO. Dr. Kramer has been working for several Managing Authorities in Germany, the Netherlands and beyond. In the regard, he is leading the evaluation of the ERDF Programme of North-Rhine Westphalia and has been involved in programme development and ex-ante evaluations in Bavaria, Schleswig-Holstein, or Groningen (NL). Overall, Dr. Kramer is highly experienced in EU-wide empirical research studies and in the further development of strategy related to Cohesion Policy. He has unique insight into the strengths and challenges facing EU regional development due to his experience accompanying regions “on-the-ground” and his involvement in various EU-wide studies and evaluations. He is a German native speaker with excellent command of English.
