Industrial Engineer (University of Deusto (ESIDE)). Joannes has extensive experience in projects of technical assistance to public administrations, national and international companies in the development and project management of competitiveness and innovation agencies. Internationally, he has developed works for the European Commission, the OECD, the Inter-American Development Bank, and governments and national and regional authorities of European countries (Spain, Romania etc.) and American (Chile, Colombia, Mexico, Uruguay, Peru, etc.) . His areas of expertise are concentrated in the design and implementation of policies for regional and sectoral competitiveness, training, Smart Sepecialisation Strategies, R & D and entrepreneurship and technological innovation, entrepreneurship, design methodologies support in the design policy and cluster management as well as management and coordination of international projects and the creation and management of networks and projects.
